Tervakoski School Center Valo

The completion of Tervakoski school center Valo is approaching. The final cleaning will soon begin inside, and the technical trials will be completed by early May. With the early spring, outdoor work has also commenced. Initially, landscaping will be done on the Patalantie side, followed by the construction of the playing area in front of Delfort Arena starting in early April. The surface structure and planting work in the yard areas will continue as the earthworks progress. A picture of the landscaping plan can be found in the image gallery at the bottom of this page.

How has this point been reached?

The implementation of the Tervakoski school and multipurpose center has a council investment decision dated December 10, 2018 (decision dated December 10, 2018 § 65). It was stated in the investment decision that the project plan would be updated according to the requirements of the project. The council approved the updated project plan for the Tervakoski school and multipurpose center in its meeting on April 11, 2022.

The estimated target price for the first phase of the new building was €13.7 million (VAT 0%) as of January 2019. The index-adjusted budget for 2023 was €15.782 million (VAT 0%) as of November 2022. The council on April 17, 2023, set it at €18.826 million (VAT 0%).

Schedule for new construction: Planning and construction from June 2023 to August 2025.

Funding and contract type:
The project is financed by the municipality’s own funds. The contract model is KVR (total responsibility construction).

The procurement of the new construction was carried out through a negotiation process. The process can be briefly described as follows: Registration as a bidder => Selection of bidders => Preliminary invitation to tender => Preliminary bids => Negotiation phase => Final invitation to tender => Final bids => Selection of contractor. Before starting this process, the client, i.e., the municipality, had to establish the so-called client requirements for the project, which created the boundary conditions and quality requirements for the upcoming new construction.

A deviation permit was requested from the municipality for the new building due to an overshoot in the construction sector. The new building received a positive deviation decision, and the validity certificate from the Hämeenlinna administrative court was obtained on March 21, 2023. On April 17, 2023, the council made a decision on the KVR contractor for the project. The contract between the municipality and YIT Suomi Oy was signed on June 5, 2023.

The building permit application was submitted in June 2023. The building permit was granted on the permit date of June 22, 2023. However, an appeal was filed against the building permit, which the relevant party withdrew before the administrative process. This was reported by Janakkalan Sanomat and Hämeen Sanomat, among others. The start of construction was delayed by about 4 weeks from the target schedule. Possible cost impacts on the municipality due to the delay will become clear as the project progresses.
